Reason for the nomination:
Totally unclear copyright situation. The Vietnamese text refers to a en:Montagnard (Vietnam) community. The year places the shot around the Vietnam war; the vehicle livery apparently refers to the international Red Cross. The image may be a press shot, a USMil image or a private memento. Per COM:PRP, I'm advocating for a deletion.
